Rogers City Façade Improvement Program

A guide to revitalizing your business property within the TIF Districts.

Program Purpose

This grant program encourages private investment to rehabilitate and improve building facades visible from public rights-of-way within Rogers City's TIF Districts. By improving building appearances, we aim to enhance economic viability and preserve the unique architectural character of our downtown.

Who Can Apply?

This section outlines the requirements for businesses and properties to be eligible for the Façade Improvement Grant. Ensure you meet these criteria before starting your application.

  • Must be a property owner or lessee within a designated **TIF District**. Lessees need written owner permission.
  • Façade must be substantially visible from a public roadway right-of-way.
  • Total proposed project cost must exceed a minimum amount (to be determined).
  • Properties must be code-compliant or the project must resolve existing code issues.
  • A maximum of $2,000 is available per property within a five-year period.

What Can Be Improved?

The program covers a wide range of permanent exterior improvements. Below is a summary of eligible and ineligible projects to help guide your planning.

✔ Eligible Improvements

  • ✓ Masonry restoration, painting, and wall repair.
  • ✓ Historic feature restoration.
  • ✓ New/replacement doors, windows, and storefronts.
  • ✓ Awnings, shutters, and exterior lighting.
  • ✓ Permanent outdoor dining enclosures.
  • ✓ Signage and roof repairs (if visible).
  • ✓ Note: Projects solely for painting, signage, or awnings get max 33% reimbursement.

✘ Ineligible Improvements

  • ✗ Routine maintenance (e.g., touch-up paint).
  • ✗ Landscaping, parking lots, or interior work.
  • ✗ Security systems or mechanical equipment.
  • ✗ Temporary or seasonal fixtures.
  • ✗ Any costs incurred before grant approval.

How Are Projects Scored?

Projects are evaluated based on a 60-point system to prioritize those with the greatest impact. A minimum score of 30 is required for grant consideration. The chart below visualizes the weight of each category, helping you understand where to focus your efforts for a successful application.

Application Process: A Step-by-Step Guide

Follow these steps to apply for the grant. A complete application is crucial for consideration. Grant funds are subject to availability and will be reviewed every three months.

    Submit Application

    Submit a complete, signed application with all supporting documents. Incomplete packets may cause delays.

  2. 2

    Grant Approval

    You'll receive a Letter of Award upon approval. You must execute a written agreement *before* incurring any project costs.

  3. 3

    Permitting

    Go through the standard permitting process. All permits must be obtained *before* starting construction.

  4. 4

    Final Inspection

    Projects must pass all final inspections and receive necessary approvals for the completed improvements.

  5. 5

    Reimbursement

    Submit invoices and proof of payment within 45 days of completion. Reimbursement will be processed within 30 days.
